Cynthia Garcia is responsible for managing the technology and telecom spend categories at Waste Management. She has extensive experience in strategic sourcing of integrated systems for enterprise solutions, software licensing, networks, data centers and IT professional services. Her strategic sourcing experience in technology and telecom crosses the banking, health, insurance, software, and telecom industries. Prior to joining Waste Management, she has served in various IT supply chain director roles at Baylor Scott & White Health, Stewart Title, BMC Software, and Western Integrated Networks (now SureWest) and VP roles at Bank One, Chase, and USAA.

She has worked for Lucent Technologies as Manager of Business Strategy and Administration in a Network Operating Center and as for AT&T Corp. as a Senior Contract Specialist and Contract Negotiator.

She has a Master’s Certification in Global Contract Management from The George Washington University and a Master of Business Administration from Elon University.
